The explanation is the way count. On a game with thousands of ways, a single six-symbol run is one of many thousands of paths, and dozens or hundreds of them connect on a good spin. The per-way value has to be a fraction of the stake or the maths would not close.

It does mean that reading this paytable tells you almost nothing about what a spin pays. The only useful numbers are on the screen during play.
